What that means is when someone tries to repeat something so many times in the hopes that by repeating this thing that you will automatically think it's cool and true. This happens every day in our lives from the advertisement that tells us that car is cool to the friend or coworker that tries to persuade you to their idea or way of thinking. Sometimes it's funny when you see this and sometimes it works but at the end of the day it's someone trying to make something happen.
